In 1837 Rowland Hill published his pamphlet on reform of the postal system advocating: prepayment of postage, payment by weight not number of sheets, use of an envelope and use of adhesive stamps. On 1st May 1840, the world’s first adhesive stamp is made: the Penny Black.
